OER Readiness and Review Instrument

Abstract

This OER Readiness and Quality Review Instrument is designed to support the systematic evaluation of Open Educational Resources (OER) across diverse educational contexts. This tool provides a comprehensive yet practical framework for assessing the key dimensions that determine the effectiveness and openness of educational materials, including accessibility, content quality, reusability, adaptability, and open licensing. Grounded in principles of inclusive design and open education, the instrument enables educators, curriculum developers, and reviewers to identify strengths, gaps, and areas for improvement in OER. It places particular emphasis on ensuring that resources are not only pedagogically sound and contextually relevant, but also accessible to diverse users and legally shareable under appropriate open licenses. By promoting consistent quality standards and encouraging the creation of resources that can be easily reused and adapted, the instrument helps strengthen the development, dissemination, and sustainability of high-quality OER.
