I investigated the compliance of a public school in the Alfred Nzo West District in the Eastern Cape with legal prescripts regulating budgeting. A qualitative methodological approach was followed for this research. I designed the study as an interpretative single case study and used various data-collection methods to triangulate data and ensure credible findings. A literature study of law and policy regulating budgeting, a document analysis of selected financial documents, a semi-structured individual interview with the principal and a focus group with SMT members and Finance Committee members were employed to gather data. Twelve participants were sampled employing criterion-based purposive sampling. Findings revealed partial compliance with legal prescripts as there are inconsistences in budget planning, allocation and reporting. Key challenges include inadequate training, limited financial resources and inadequate oversight. Capacity building, enhanced monitoring and strengthened governance structures are recommended to improve the school’s compliance with required legal prescripts.
Ek het ʼn openbare skool in die Alfred Nzo-Wes Distrik in die Oos-Kaap se voldoening aan die wetlike voorskrifte wat begroting reguleer, ondersoek. ʼn Kwalitatiewe metodologiese benadering is vir hierdie navorsing gevolg. Ek het die studie as ʼn vertolkende enkel-gevallestudie ontwerp en verskeie dataversamelingsmetodes gebruik om data te trianguleer en betroubare bevindings te verseker. ʼn Literatuurstudie van wette en beleide wat begroting reguleer, ʼn dokumentontleding van gekose finansiële dokumente, ʼn semigestruktureerde individuele onderhoud met die hoof en ʼn fokusgroep met lede van die skool se bestuurspan en finansiële komitee is gebruik om data te versamel. Twaalf deelnemers is deur kriteria-gebaseerde doelbewuste steekproefneming gekies. Bevindings het gedeeltelike voldoening aan wetlike voorskrifte blootgelê aangesien daar inkonsekwenthede in begrotingsbeplanning, toewysing en verslagdoening is. Sleuteluitdagings sluit onvoldoende opleiding, beperkte finansiële hulpbronne en onvoldoende toesighouding in. Die bou van kapasiteit, bevordering van monitering en sterker bestuurstrukture word aanbeveel om die skool se voldoening aan vereiste wetlike voorskrifte te bevorder.
