Discipline challenges in schools are a global concern. This research investigated the role of stakeholders in developing and implementing effective discipline policies in primary schools within the Southern Cape region. The study’s theoretical framework centres on identifying key stakeholders and defining their roles within the school environment. It incorporates Positive Behaviour Interventions and Supports, which emphasises proactive strategies to teach and reinforce positive behaviour school-wide. Additionally, the legal framework, comprising the South African Constitution (1996), the South African Schools Act (Act 84 of 1996), and the National Education Policy Act (1996), along with principles of policy development and implementation, provided a foundational basis for the study. Using a qualitative approach, semi-structured interviews were conducted with 30 participants from Circuit 2 (Mossel Bay area) of the Eden and Central Karoo Education District, and document analysis was employed for additional insights. Findings indicated a consensus among participants on the need for a practical guide to assist primary schools in creating effective discipline policies. The research also highlighted inconsistencies in policy enforcement across schools. To address this, the study recommends the "Groenewald Policy Development and Evaluation Framework" as a tool to empower teachers in policy implementation.
Dissipline in skole is ’n wêreldwye probleem. Hierdie navorsing het die rol van belanghebbendes in die ontwikkeling en implementering van effektiewe dissiplinebeleide in laerskole in die Suid-Kaap ondersoek. Die teoretiese raamwerk fokus op die identifisering van sleutelbelanghebbendes en die omskrywing van hul rolle binne die skoolomgewing. Dit sluit in Positiewe Gedragsintervensies en Ondersteuning, wat proaktiewe strategieë beklemtoon om positiewe gedrag in alle skoolomgewings aan te leer en te versterk. Die regsraamwerk, wat die Suid-Afrikaanse Grondwet (1996), die Suid-Afrikaanse Skolewet (Wet 84 van 1996), en die Nasionale Onderwysbeleidwet (1996) insluit, tesame met beginsels van beleidsontwikkeling en -implementering, het as grondslag vir die studie gedien. Met behulp van ’n kwalitatiewe benadering is semi-gestruktureerde onderhoude gevoer met 30 deelnemers van Sirkel 2 (Mosselbaai-omgewing) in die Eden- en Sentraal-Karoo Onderwysdistrik, en dokumentanalise is gebruik vir bykomende insigte. Bevindinge het aangedui dat deelnemers oor die algemeen saamstem oor die behoefte aan ’n praktiese handleiding om laerskole te help om effektiewe dissiplinebeleide op te stel. Die navorsing het ook inkonsekwenthede in beleidsimplementering tussen skole uitgelig. Ten slotte beveel die studie die "SDG Beleidontwikkeling en Evalueringraamwerk" aan om onderwysers te bemagtig in beleidsimplementering.
