dc.description.abstract Rural development is central to the achievement of global, continental and national development agendas, including the Sustainable Development Goals, African Union Agenda 2063 and South Africa’s National Development Plan 2030. Despite its policy significance, the measurement of rural development remains conceptually and methodologically challenging, due to its complex, multidimensional and context-specific nature. Existing frameworks are often inadequate in the way they capture the structural and spatial dynamics of rural change, particularly in highly unequal and historically marginalised contexts such as South Africa. The overall objective of the study is to develop and apply the South African Rural Development Index (SARDI), a theoretically grounded and context-sensitive composite index designed to measure and analyse patterns of rural development across local municipalities in South Africa. The index is conceptually anchored in the sustainable rural development paradigm and informed by the theory of in situ urbanisation, with a focus on endogenous structural transformation of rural economies. A key contribution of this study is framing rural transformation as a unique analytical dimension. By capturing economic diversification and sectoral shifts, it highlights changes in local livelihoods that conventional development indices fail to capture. Using secondary data, SARDI is constructed for 160 rural local municipalities, based on six dimensions and 21 indicators, and aggregated using a weighted geometric mean. The robustness of the index is assessed through uncertainty and sensitivity analyses, and its external validity is examined through correlation analysis with poverty, unemployment, and income inequality indicators. The results point to pronounced spatial inequalities in rural development, with municipalities located in the former homeland areas consistently exhibiting lower levels of socio-economic development. These spatial patterns reflect the enduring legacy of apartheid-era spatial planning, which post-apartheid policy interventions have failed to dismantle, resulting in continued under-investment in rural infrastructure, economic opportunities and basic services. Dimensional analysis shows that access to infrastructure, social and environmental services and lower dependency ratios are strongly associated with higher development levels. By contrast, the economic and rural transformation dimensions display persistently low scores and limited change over time, indicating weak structural transformation and limited productive capacity in rural economies. Validation results show a strong negative association between the Page | vii index and poverty, and a positive association with income inequality, alongside a weak relationship with employment, suggesting the prevalence of job-poor development. The study provides a robust framework for monitoring rural development and offers empirically grounded evidence to support more spatially targeted and structurally transformative rural policy interventions in South Africa. en_US
