dc.description.abstract The need for Knowledge Management Systems (KMS) in South African Metropolitan Municipalities has certainly become heightened in recent years. In the case of this study, City of Johannesburg Metropolitan Municipality (CoJ) is used as a case study. The main aim of the KMS is to ensure that relevant organisational experiences and knowledge generated both internally and externally are captured and shared to achieve strategic objectives of the organisation. The Organizational Culture Theory (OCT) has not been used much in South Africa, particularly with knowledge management systems. This paper intends to contribute to the South African literature through this study by using OCT to develop the KMS Adoption and Use (KMSAU) Framework. en_US
